For an exporter, a trade rule is not an abstraction. It becomes a certificate, a tolerance, a cost, a lead time or a reason a buyer accepts or rejects a shipment.
The useful middle
Policy creates access; firms still need to test eligibility, origin, standards, documentation, logistics and landed cost. This is where institutional guidance earns its value.
Make guidance executable
Officer-facing tools, decision trees and product-level analysis are more useful than a summary that merely repeats the treaty language.
